The key significance to this is that a HWR is used to build plutonium. It has no civilian use at all. But that is a political point. From the perspective of nuclear chemistry it means that Iran has embarked on a second path of bomb-making. A plutonium path, in parallel to their uranium path. The deeper issue though is that once you have a HWR you simply turn it on and it makes plutonium. Then you use a some machinery to refine it into a metal you can use to build a bomb.
